About the Department of National Community Water Supply
The Department of National Community Water Supply is the Sri Lanka government department responsible for planning, implementing, and managing community-based water supply infrastructure across rural and semi-urban Sri Lanka. The Department’s technical teams design, construct, and maintain water supply systems — including pipelines, reservoirs, pumping stations, and treatment plants — serving communities throughout all provinces of the island.

🔹 Technical Officer (Civil) – Limited Category (Ref: G-016263)
Limited category recruitment open to eligible government service employees meeting the specified qualifications. Permanent civil engineering technical post within the Department.
🔹 Technical Officer (Civil) – Open Category (Ref: G-016262)
Open competitive recruitment for all eligible Sri Lankan citizens meeting the advertised qualifications. Permanent civil engineering technical post within the Department.
Key Responsibilities
- Plan, design, and supervise the construction of rural and community water supply infrastructure
- Oversee pipeline installation, reservoir construction, pump house development, and distribution network works
- Conduct site surveys, feasibility studies, and technical assessments for new water supply schemes
- Prepare engineering drawings, bills of quantities, cost estimates, and technical specifications
- Supervise and monitor contractors, construction teams, and community-based maintenance groups
- Ensure all construction works comply with engineering standards and water supply regulations
- Prepare progress reports and technical documentation for project monitoring
General Requirements
- NVQ Level 5 or above in Civil Engineering / Building Technology, or equivalent qualification from a recognised institute
- Diploma or Certificate in Civil Engineering, Surveying, or related technical field
- Experience in civil construction, water supply, or infrastructure projects preferred
- Computer literacy and ability to use AutoCAD or engineering design software an advantage
- Willingness to work in field/rural environments island-wide
