About This Government Vacancy
“Water is a Human Right – Sanitation is a Privilege.” The Ministry of Housing, Construction and Water Supply, through the National Water Supply and Drainage Board (NWSDB), has called for applications from citizens of Sri Lanka for vacancies in the Jaffna Kilinochchi Water Supply & Sanitation Project, on a project contract basis, for the posts of Engineer (Civil), Engineering Assistant (Civil), Engineering Assistant (Electrical), Engineering Assistant (Mechanical), and Accounts Assistant.
Post of Engineer – Civil (02 Posts)
Salary Code: D1 in MSD Circular 02/2026 — Rs. 250,000/= + COL
Qualifications and Experience:
- A Bachelor’s Degree / a qualification recognized by the University Grants Commission as an equivalent qualification to a degree in the relevant field, and Associate Membership / a similar professional qualification obtained from a recognized professional body in the relevant field, with at least 6 years of experience in the relevant field
- OR Class II/III or above officer of a Government All-Island Service or similar status in the relevant field, with at least 6 years of experience in Class II/III post or a similar status in the relevant field
Post of Engineering Assistant – Civil (01 Post)
Salary Code: F(I) in MSD Circular 02/2026 — Rs. 150,000/= + COL
Qualifications and Experience (any one of the following):
- A Bachelor’s Degree / an equivalent qualification recognized by the UGC in the relevant field, with at least 2 years of experience in the required area of specialization
- OR a certificate of proficiency not below NVQ Level 6, issued by a Technical/Vocational Training Institute accepted by TVEC, relevant to the technical field of the post, with at least 5 years of experience in the required area of specialization
- OR a certificate of proficiency not below NVQ Level 5, issued by a Technical/Vocational Training Institute accepted by TVEC, relevant to the technical field of the post, with at least 8 years of experience in the required area of specialization
Post of Engineering Assistant – Electrical (01 Post)
Salary Code: F(I) in MSD Circular 02/2026 — Rs. 150,000/= + COL
Qualifications and experience follow the same structure as above (Bachelor’s degree with 2 years’ experience, or NVQ Level 6 with 5 years, or NVQ Level 5 with 8 years’ experience), relevant to the Electrical field.
Post of Engineering Assistant – Mechanical (01 Post)
Salary Code: F(I) in MSD Circular 02/2026 — Rs. 150,000/= + COL
Qualifications and experience follow the same structure as above (Bachelor’s degree with 2 years’ experience, or NVQ Level 6 with 5 years, or NVQ Level 5 with 8 years’ experience), relevant to the Mechanical field.
Post of Accounts Assistant (01 Post)
Salary Code: F(I) in MSD Circular 02/2026 — Rs. 150,000/= + COL
Qualifications and experience follow the same structure as above (Bachelor’s degree with 2 years’ experience, or NVQ Level 6 with 5 years, or NVQ Level 5 with 8 years’ experience), relevant to the Accounting field.
Special Notice — Bachelor Degree in Engineering
Wherever “Bachelor’s Degree in Engineering” appears in this advertisement, it must be read as: a Bachelor’s Degree in Engineering (4 years) issued by a University Grants Commission (UGC)–recognized university and the Institution of Engineers, Sri Lanka (IESL), or similar qualifications recognized by the Institution of Engineers Sri Lanka for the award of Associate Membership and registration in the Engineering Council of Sri Lanka (ECSL) as an Associate Engineer.

Terms and Conditions of Service
Appointments will be on a contract basis initially for a period of one year, renewable annually, subject to satisfactory performance appraisal. All conditions in the Management Services Circulars will apply in relation to the appointment.
Method of Selection
Short-listed applicants, based on the highest qualifications and experience, will be called for an interview, and selection will be based on performance at the interview.
